As citizens of the Indonesian nation must Gunung Leuser National Park where we should be proud, so elegant, beautiful and fascinating. Last bit of the history of Mount Leuser National Park that I can say on this article:
In the 1920's Dutch Colonial Government gave permission to a Dutch geologist named FC Van Heurn to examine and explore oil and mineral resources are estimated to numerous in Aceh. After doing research, Van Heurn stated that the area under study is found to contain large mineral and stated that the local indigenous leaders want them to care about the ranks of heavily wooded mountains in Gunung Leuser.
Instead, Van Heurn discuss the results of the meeting and offered to the representatives of traditional leaders (the Datoek and Oeloebalang) to urge the Dutch to give the status of protected areas (Wildlife Sanctuary). After discussions with the Dutch Commission for the Protection of Nature, in August 1928 a proposal was submitted to the Dutch Colonial Pemeintah the proposed Nature Reserve in West Aceh area of 928 000 ha and providing protection status for the region stretching from Singkil (at Simpang Kiri River upstream) in the South , along the Bukit Barisan, towards the valley of the River Tripa Swamp Beach and Meulaboh, on the north.
The proposal was finally realized with the date of February 6, 1934 with the holding of meetings in Tapaktuan, which was attended by representatives of traditional leaders and the Dutch colonial government. The meeting produced the "Declaration Tapaktuan", which was signed by representatives of indigenous leaders and representatives in Aceh Governor of the Dutch East Indies at that time (Gouverneur van Atjeh en Onderhoorigheden, Vaardezen). The declaration came into force from the date of January 1, 1934 ((Deze regeling treedt in Werking meth ingang January 1, 1934). Declaration reflects the community's determination to melestarian Aceh Leuser region as well as set up for all of its criminal sanctions (both criminal fines and imprisonment). In one paragraph Tapaktuan Declaration stated as follows:
"We Oeloebalang of landschap Gajo Loeos, Poelau Nas, Meuke ', harbor Hadji, Manggeng, Lho' Pawoh Noord, Blang Pidie, and Bestuurcommissie of landschap Bambel, Onderafdeeling Gajo and Alas. Considering that it is essential to the holding of the harbor peratoeran djenis all objects and all fields of the exiled buoeat inventory. Therefore itoe, banned in this inventory of land animals hidoep find, catch, meloekainya, or memboenoeh dead, mengganggoe nests of animals itoe, mengeloerkan hidoep or dead animal or part of itoe because itoe memoendoerkan number of the beast "
In 1934, under No. ZB. 317/35 dated July 3, 1934 established the Mount Leuser Nature Reserve (Wildreservaat Goenoeng Leoser) with an area of 142 800 ha. The next in succession in 1936, under No. ZB. 122/AGR, dated October 26, 1936 Kluet Wildlife Refuge was formed of 20,000 ha which is the Gunung Leuser Nature liaison with the West Coast. In 1938 West Langkat formed rivers, rivers and rivers of South Langkat Sekundur.
In the aftermath of the independence of the Republic of Indonesia, in 1976, with the Minister of Agriculture No. 69/Kpts/Um/12/1976, dated December 10, 1976 on the appointment of KAPPI forest area covering 150,000 hectares located in Southeast Aceh, Aceh Special Region as a Wildlife Refuge KAPPI. This decision was followed by the establishment of the Working Sub Agency Gunung Leuser Nature Preservation Hall in 1979.
Based on the announcement of the Minister of Agriculture, the area designated TN. Gunung Leuser is 792 675 ha. The announcement was followed up by the Ministry of Agriculture Directorate General of Forestry Letter Number: 719/Dj/VII/1/80, dated March 7, 1980, addressed to the Sub Hall KPA Gunung Leuser. In the letter mentioned that the management authority granted TN status. The Gunung Leuser Gunung Leuser KPA Sub Center. Based on the Decree of the Minister of Agriculture No. 166/Kpts/Um/3/1982, dated March 3, 1982 on the Amendment Status Wildlife KAPPI covering some 7200 ha and the appointment of some 2,000 ha of forest area Serbolangit located in Southeast Aceh, Aceh as a special area of Forest Holidays Gurah Lawe.
To provide legal certainty for managers TNGL in 1982 has been issued 2 (two) Regulations, namely: Agriculture Decree: 923/Kpts/UM/12/1982 about TN area. Gunung Leuser in North Sumatra Province is 213 985 ha which is a combination of South and West Langkat SM, SM Sekundur, and Sekundur Park. And the Minister of Agriculture No. 924/Kpts/Um/12/1982 about TN Area. Gunung Leuser in the province of Aceh area of 586.500 hectares of which is a combination of SM Gunung Leuser, Kluet SM, SM and Park KAPPI Gurah Lawe.
Based on the decision of the Director General of Forest Protection and Nature Conservation No.: 46/Kpts/VI-Sek/84 on the appointment of the Work Area National Park, dated December 11, 1984, stated that TNGL Work Areas are:
* Wildlife Gunung Leuser* Wildlife West Langkat* Wildlife South Langkat* Wildlife Sekundur* Wildlife KAPPI* Wildlife Kluet* Park Lawe Gurah* Park Sekundur* Protected Forest Serbolangit* Protection Forest and Production Forest Sembabala
In 1984 it also established Technical Unit Manager TN. Gunung Leuser Kutacane with offices in Central, East Aceh, Aceh Special Region.
From the date of May 12, 1984, by the issuance of Minister of Forestry SK No.: 096/Kpts-II/1984 establish a unit of Directorate General of PHPA TNGL a level comparable to echelon III. Unit is led by a Head of Unit, TN who is responsible to the Director General of PHPA and oversees Sub Section TU and 2 (two) sections namely Section Section preparation and Utilization Program, equipped with the Functional Energy Conservation Group. It turns out the provisions of the organizational structure is still difficult to apply in the implementation of the management TNGL TN area since the work area is relatively broad.
As a legal basis in conjunction with the forest penngukuhan has issued Ministerial Decree number: 276/Kpts-II/1997 on the appointment of TN. Gunung Leuser area of 1,094,692 hectares located in the province of Aceh and North Sumatra. The decision noted that the TN. Gunung Leuser consists of a combination of:
* Wildlife Gunung Leuser (416 500 acres)* Kluet Wildlife Refuge (20,000 acres)* West Langkat Wildlife Refuge (51 000 acres)* South Langkat Wildlife Refuge (82 985 acres)* Sekundur Wildlife Reserve (60 600 acres)* KAPPI Wildlife Reserve (142 800 acres)* Gurah Park (9200 hectares)* Protection Forest and Production Forest (292 707 hectares).
In further development, on June 10, 2002, through the Minister of Forestry. 6186/Kpts-II/2002, on Organization and Administration of National Parks, Head of Unit, TN (TN Hall) oversees the TU Head of Sub Division and Regional Head, as well as Functional Group. At present the region is divided into four sections TNGL area and follow the organizational structure of type A national park, which is in Southeast Aceh, South Aceh, Langkat Sikundur, and South Langkat. Southeast Aceh special territory was based on the characteristics of the tribe, subdivided into two regions, namely the coordination of the Gayo Lues in Blangkejeren and in Kutacane Alas Valley region.
